Several philosophers of science and metaphysicians claim that the dispositional properties of fundamental particles, such as the mass, charge, and spin of electrons, are ungrounded in any further properties. It is assumed by those making this argument that such properties are intrinsic, and thus if they are grounded at all they must be grounded intrinsically. However, this paper advances an argument, with one empirical premise and one metaphysical premise, for the claim that mass is extrinsically grounded and is thus an (...) extrinsic disposition. Although the argument concerns mass characterized as a disposition, it applies equally well whether mass is a categorical or dispositional property; however, the dispositional nature of mass is relevant to some important objections and implications discussed. What ethical principles should autonomous machines follow? How do we implement these principles, and how do we evaluate these implementations? These are some of the critical questions Vivek Nallur asks in his essay “Landscape of Machine Implemented Ethics (2020).” He provides a broad, insightful survey of answers to these questions, especially focused on the implementation question. In this commentary, I will first critically summarize the main themes and conclusions of Nallur’s essay and then expand upon the landscape that Nallur presents (...) by suggesting additional approaches to machine ethics. The approaches I discuss reflect normative ethical theories and need not be applied only to machines, although machine ethics is the focus here. The overall goal is to open up further questions and research possibilities as society searches for the best approach to machine ethics. If the universe and God are identical, as pantheism holds, how can we reconcile the supposed unity of God with the apparent dis-unity of the universe’s elements? I argue that a powers ontology, which generates a form of pantheism under plausible assumptions, is apt to solve the problem of unity. There is reason to think that the directedness of powers is equivalent to the directedness, or intentionality, of mental states. This implies that intentionality is a feature of the physical world (...) at large, not just the mind. As Pfeifer argues, this physical intentionality represents a mild form of panpsychism that is interpretable as a brand of pantheism. I argue that the theory of powers holism explains the unity of the universe’s elements and thus the unity of a pantheistic God, and that powers holism is strengthened by fully recognizing the role of physical intentionality. Given that artificial moral agents—such as autonomous vehicles, lethal autonomous weapons, and automated financial trading systems—are now part of the socio-ethical equation, we should morally evaluate their behavior. How should artificial moral agents make decisions? Is one moral theory better suited than others for machine ethics? After briefly overviewing the dominant ethical approaches for building morality into machines, this paper discusses a recent proposal, put forward by Don Howard and Ioan Muntean (2016, 2017), for an artificial moral agent based on (...) virtue theory. While the virtuous artificial moral agent has various strengths, this paper argues that a rule-based utilitarian approach (in contrast to a strict act-utilitarian approach) is superior because it can capture the most important features of the virtue-theoretic approach while realizing additional significant benefits. Specifically, a 2-level utilitarian artificial moral agent incorporating both established moral rules and a utility calculator is especially well-suited for machine ethics. (shrink)

What is the ethical impact of artificial intelligence assistants on human lives, and specifically how much do they threaten our individual autonomy? Recently, as part of forming an ethical framework for thinking about the impact of AI assistants on our lives, John Danaher claims that if the external automaticity generated by the use of AI assistants threatens our autonomy and is therefore ethically problematic, then the internal automaticity we already live with should be viewed in the same way. He takes (...) advantage of this paradox of internal automaticity to downplay the threats of external automaticity to our autonomy. We respond in this paper by challenging the legitimacy of the paradox. While Danaher assumes that internal and external automaticity are roughly equivalent, we argue that there are reasons why we should accept a large degree of internal automaticity, that it is actually essential to our sense of autonomy, and as such it is ethically good; however, the same does not go for external automaticity. Therefore, the similarity between the two is not as powerful as the paradox presumes. In conclusion, we make practical recommendations for how to better manage the integration of AI assistants into society. (shrink)

Who is to be included in a political community and on what terms? William A. Barbieri Jr. seeks answers to these questions in this exploration of the controversial concept of citizenship rights—a concept directly related to the nature of democracy, equality, and cultural identity. Through an examination of the case of Germany’s settled “guestworkers” and their families, _Ethics of Citizenship_ investigates the pressing problem of political membership in a world marked by increased migration, rising nationalist sentiment, and the ongoing (...) reorganization of states through both peaceful and violent means. Although some of Germany’s foreign workers have gradually attained a degree of social and economic legitimacy, Barbieri explains how they remain effectively excluded from true German citizenship. Describing how this exclusion has occurred and assessing current attitudes toward political membership in Germany, he argues for a just and democratic policy toward the tax-paying, migrant worker minority, one that would combine the extension of the individual rights of citizenship with the establishment of certain group rights. Through a dissection of ongoing public “membership debates” over issues such as suffrage, dual citizenship, and immigration and refugee policy, Barbieri identifies a range of competing responses to the question of who “belongs” in Germany. After critiquing these views, he proposes an alternative ethic of membership rooted in an account of domination and human rights that seeks to balance individual and group rights within the context of a commitment to democracy and equal citizenship. Indispensable for scholars of German studies, _Ethics of Citizenship_ also raises questions that will attract moral philosophers, constitutional scholars, and those interested in the continuing, global problems associated with migration. The dispositional properties encountered in everyday experience seem to have causal bases in other properties, e.g., the microstructure of a vase is the causal basis of its fragility. In contrast, the Pure Dispositions Thesis maintains that some dispositions require no causal basis. This thesis faces the Problem of Being: without a causal basis, there appears to be no grounds for the existence of pure dispositions. This paper establishes criteria for evaluating the problem, critically examines four theories of the being of (...) pure dispositions, and develops an explanation of how a pure disposition grounds itself via its own power. Dispositional essentialism maintains that all sparse properties are essentially powerful. Two conceptions of sparse properties appear compatible with dispositional essentialism: sparse properties as pure powers or as powerful qualities. This paper compares the two views, criticizes the powerful qualities view, and then develops a new theory of pure powers, termed Point Theory. This theory neutralizes the main advantage powerful qualities appear to possess over pure powers—explaining the existence of powers during latency periods. The paper discusses the relation between powers and (...) space-time points, whether pure powers need to occupy space, and how to account for the movement of pure powers through space-time. In recent decades, a ‘realist’ alternative to ideal theories of politics has slowly taken shape. Bringing together philosophers, political theorists, and political scientists, this countermovement seeks to reframe inquiry into politics and political norms. Among the hallmarks of this endeavor are a moral psychology that includes the passions and emotions; a robust conception of political possibility and rejection of utopian thinking; the belief that political conflict — of values as well as interests — is both fundamental and ineradicable; a focus (...) on institutions as the arenas within which conflict is mediated and contained; and a conception of politics as a sphere of activity that is distinct, autonomous, and subject to norms that cannot be derived from individual morality. For political realists, a ‘well-ordered society’ is rarely attainable; a modus vivendi without agreement on first principles is often the only practical possibility. Not only will ‘full compliance’ never be achieved, but also it is an assumption that yields misleading accounts of political norms. While realists offer a number of compelling criticisms of ideal theory, there are some lacunae in their stance. It is not yet clear whether realism constitutes a coherent affirmative alternative to idealism. Nor have realists clarified the extent of conflict that is consistent with political order as such. And because both sides accept ‘ought implies can’ as a constraint on the validity of political norms, much of the debate between realists and idealists revolves around deep empirical disagreements that are yet to be clarified. The Physical Intentionality Thesis claims that dispositions share the marks of psychological intentionality; therefore, intentionality is not exclusively a mental phenomenon. Beyond the standard five marks, Alexander Bird introduces two additional marks of intentionality that he argues dispositions do not satisfy: first, thoughts are extrinsic; second, the direction of causation is that objects cause thoughts, not vice versa. In response, this paper identifies two relevant conceptions of extrinsicness, arguing that dispositions show deep parallels to thoughts on both conceptions. Then, it (...) shows that Bird’s discussion of direction of causation overlooks complexities of dispositionality and intentionality that problematize apparent differences between thoughts and dispositions. With most states now making sex offender registration information available to the public, journalists must balance their obligation to inform the public about potential dangers with respect for individuals' rights. This article examines the problems journalists face in truth telling and minimizing harm and offers suggestions for covering community notification. At minimum, we suggest journalists verify the accuracy of information received from police, make independent judgments about whether or not publication of sex offender registration information is warranted, and provide background (...) information on the scope and effectiveness of community notification in their areas. The design inference uncovers intelligent causes by isolating their key trademark: specified events of small probability. Just about anything that happens is highly improbable, but when a highly improbable event is also specified undirected natural causes lose their explanatory power. Design inferences can be found in a range of scientific pursuits from forensic science to research into the origins of life to the search for extraterrestrial intelligence. Darwin's greatest accomplishment was to show how life might be explained as the result of natural selection. But does Darwin's theory mean that life was unintended? William A. Dembski argues that it does not. In this book Dembski extends his theory of intelligent design. Plato's Forms: Varieties of Interpretation is an ambitious work that brings together, in a single volume, widely divergent approaches to the topic of the Forms in Plato's dialogues.

Psychological constructivist models of emotion propose that emotions arise from the combinations of multiple processes, many of which are not emotion specific. These models attempt to describe both the homogeneity of instances of an emotional “kind” (why are fears similar?) and the heterogeneity of instances (why are different fears quite different?). In this article, we review the iterative reprocessing model of affect, and suggest that emotions, at least in part, arise from the processing of dynamical unfolding representations of valence across (...) time. Critical to this model is the hypothesis that affective trajectories—over time—provide important information that helps build emotional states. (shrink)

Ethical discourse is typically inconclusive, and with good reason. But this inconclusiveness is a distinct disadvantage when it comes to helping publicly accountable policy-makers in the health care system provide an ethical justification for their decisions. It is suggested that instead of ending with platitudinous statements such as that a balance has to be struck between the rival ethical considerations, empirical research should be undertaken to elicit the quantitative trade-offs that the affected general public would be prepared to accept when (...) striking this balance. In the expected absence of any consensus, it is further suggested that the views of the median person be taken as the best approximation to the group view. Finally it is argued that, far from this quantitative approach lacking humanity by treating individuals as “mere statistics”, it shows greater compassion than the proponents of those approaches whose fellow feeling can only be stirred by information pertaining to identified individuals. This book is the first detailed reconstruction of the late work of John Rawls, who was perhaps the most influential philosopher of the twentieth century. Rawls's 1971 treatise, A Theory of Justice, stimulated an outpouring of commentary on 'justice-as-fairness,' his conception of justice for an ideal, self-contained, modern political society. Most of that commentary took Rawls to be defending welfare-state capitalism as found in Western Europe and the United States. Far less attention has been given to Rawls's 2001 book, Justice (...) as Fairness: A Restatement. In the Restatement, Rawls not only substantially reformulates the 'original position' argument for the two principles of justice-as-fairness but also repudiates capitalist regimes as possible embodiments. Edmundson further develops Rawls's non-ideal theory, which guides us when we find ourselves in a society that falls well short of justice. (shrink)

It is worthwhile to search for forms of coding, processing, and learning common to various cortical regions and cognitive functions. Local cortical processors may coordinate their activity by maximizing the transmission of information coherently related to the context in which it occurs, thus forming synchronized population codes. This coordination involves contextual field (CF) connections that link processors within and between cortical regions. The effects of CF connections are distinguished from those mediating receptive field (RF) input; it is shown how CFs (...) can guide both learning and processing without becoming confused with the transmission of RF information. Simulations explore the capabilities of networks built from local processors with both RF and CF connections. Physiological evidence for synchronization, CFs, and plasticity of the RF and CF connections is described. Coordination via CFs is related to perceptual grouping, the effects of context on contrast sensitivity, amblyopia, implicit influences of color in achromotopsia, object and word perception, and the discovery of distal environmental variables and their interactions through self-organization. Cortical computation could thus involve the flexible evaluation of relations between input signals by locally specialized but adaptive processors whose activity is dynamically associated and coordinated within and between regions through specialized contextual connections. Specification denotes the type of pattern that highly improbable events must exhibit before one is entitled to attribute them to intelligence. This paper analyzes the concept of specification and shows how it applies to design detection (i.e., the detection of intelligence on the basis of circumstantial evidence). Always in the background throughout this discussion is the fundamental question of Intelligent Design (ID): Can objects, even if nothing is known about how they arose, exhibit features that reliably signal the action of (...) an intelligent cause? My object is to suggest some ways of amplifying and applying Bochenski's account, 1 in order to bring out its value for philosophical investigation of the doctrines of particular religious communities.

School psychologists often break confidentiality if confronted with risky adolescent behavior. Members of the National Association of School Psychologists ( N = 78) responded to a survey containing a vignette describing an adolescent engaging in risky behaviors and rated the degree to which it is ethical to break confidentiality for behaviors of varying frequency, intensity, and duration. Respondents generally found it ethical to break confidentiality when risky adolescent behaviors became more dangerous or potentially harmful, although there was considerable variability between (...) respondents. Significant gender effects were found between male and female respondents for alcohol use, and a significant Form Type (i.e., male or female vignette) Frequency/Duration interaction was observed for antisocial behaviors. School psychologists could benefit from further training in ethical decision making because these ethical dilemmas are not always clear-cut. (shrink)

Ecologists use a remarkable range of methods and techniques to understand complex, inherently variable, and functionally diverse entities and processes across a staggering range of spatial, temporal and interactive scales. These multiple perspectives make ecology very different to the exemplar of science often presented by philosophers. This dissertation defends and develops the thesis that some instances, or tokens, of dispositional properties are pure. A pure disposition has no causal basis in any further properties beyond the disposition. A causal basis typically consists of some set of properties underlying a disposition that enables the disposition to manifest when stimulated in the appropriate circumstances. For example, a vase is fragile because it is disposed to break when a hammer or other suitable object strikes it, where the causal basis (...) for fragility is the underlying micro-structure of the vase. Moreover, micro-structural properties of the vase seem to anchor the continuous existence of the vase’s fragility when the vase is not actually breaking. In contrast to the neo-Humean metaphysical assumption that any disposition requires a causal basis in further properties, as in the example of fragility, the Pure Dispositions Thesis denies this. This dissertation achieves four goals. First, it defends the Pure Dispositions Thesis from notable objections: the Powers Regress Argument, the Insufficient Causal Basis Argument, the Argument from the Identity Thesis, and the Argument from Spatial Occupation. Second, it evaluates several theories of the continuous existence of pure dispositions, and argues that some pure dispositions are self-grounded via a minimally sufficient occurrence of their own power. Third, it presents two arguments that some pure dispositions are extrinsically grounded, the Argument from the Higgs Field and the Argument from Priority Monism, and deflects numerous objections to those arguments. Finally, it develops and defends an account of systems of pure dispositions, arguing that a pure dispositional system may generate higher-level categorical and dispositional properties by way of an emergence mechanism involving the union of two pure dispositions.
